Government Report: "Oops We Aren't Good With Taxpayer Money"

Depends on how you define "downhill". In my macroeconomic model, we set "downhill" equal to the marginal propensity to....Yada, yada, yada,.....In summary, we demonstrate that through proper application of government spending and money printing, we can coax water to run uphill all by itself.
